The two authorities
Mwali (Mohéli) licenses through the Mwali International Services Authority (MISA). Anjouan (Ndzuwani) licenses through the Anjouan Offshore Finance Authority (AOFA). Both issue international brokerage licences marketed to forex brokers.

Which to choose
If you need an offshore licence, the reliability of the local partner matters more than the island. We work with an established Mwali partner. If you mainly need MT5, a Saint Lucia IBC may be enough; if you need recognition, choose Mauritius or the Bahamas.
