What the Mwali licence is

Mwali (Mohéli) is an autonomous island of the Union of the Comoros. Its Mwali International Services Authority (MISA) incorporates international business companies and issues an International Brokerage and Clearing House licence that covers forex and securities activities.

The appeal is speed and simplicity: the company can be formed in up to four business days and the licence is typically issued within about two weeks, renewed annually, with no local office or local director required.

Recognition. Under the 2013 Comoros Banking Law, only the Central Bank of the Comoros (Banque Centrale des Comores) may license financial institutions. In a public warning of 15 June 2022, republished via the Ministry of Finance in December 2025, the central bank named the Mwali International Services Authority and the Anjouan Offshore Finance Authority and stated that approvals issued by these island bodies have no legal effect in the Union. Many banks, payment providers and platform vendors therefore do not recognise these licences. A Mwali licence can support your MT5 application and give your company a licensed status, but it is not equivalent to a Mauritius or Bahamas licence, and it does not authorise you to serve clients in countries that require local authorisation.

Is a Comoros forex licence regulated?

It is a licence issued by the Mwali island authority. The Central Bank of the Comoros stated in June 2022 (republished December 2025) that approvals from island bodies have no legal effect in the Union, so we classify it as an offshore licence with disputed recognition, never as a regulated one.
